Aquatic Death and Homicidal Drowning Inv. - Ontario Co.

The New York State Office of Parks, Recreation and Historic Preservation, Marine Services Bureau (MSB) is sponsoring the Aquatic Death and Homicidal Drowning Investigations Course taught by Team Lifeguard Systems, Inc. There are no registration fees. No lodging or meals will be provided. Aquatic Death and Homicidal Drowning Investigations This program will be administered over a two-day period; training will be scheduled for 8 hours each day. This course is intended for any personnel associated with the investigation of an aquatic death. This includes marine patrol officers, investigators, prosecutors, medical examiners and coroners. Course Outline ➢ Approach drowning fatalities and child near drownings with the same degree of suspicion as any other homicide or possible child abuse incident. ➢ Case history debriefings. ➢ Witness interviewing procedures. ➢ Investigation procedures on the scene. ➢ Profiling an open water investigation. ➢ Post mortem physiology forensics- what to look for on a body recovered from the water. ➢ Three types of incidents: homicide by drowning, victim’s body dumped in water after homicide on land, and near-drowning because of child abuse or other foul play. ➢ How to retrieve and handle evidence thrown in the water – how can a detective know if a dive team conducted a thorough search, or if the team just missed the item? ➢ Investigation of vehicular water suicides, and how to determine the difference between a vehicular suicide and attempted cover-up. ➢ Where to look for a body in open water – what procedures to follow. ➢ How to know if a dive team is doing an effective search or not. ➢ How to protect individual and department liability when perpetrators attempt to escape police by way of water, and the perpetrator drowns. What procedures can be followed during such an incident to keep the officers safe physically and liability-wise. Enrollment Acceptance Applicants will be accepted on a first-come first-served basis. Written confirmation of acceptance will come from the Marine Services Bureau only. Students should not travel to the training site unless they receive confirmation from this office. Location: Watervliet Arsenal, 1 Buffington Street, Watervliet, NY 12189 Classroom: Bldg 40-1, 2nd Floor. Course Description: The Active Attack Integrated Response Course (AAIR) is a 16 hour performance level direct delivery course designed to improve integration between law enforcement, fire, tele-communicator and emergency medical services (EMS) in active attack / shooter events. The course provides law enforcement officers with key medical skills based on tactical emergency casualty care (TECC) guidelines, which can be used at the point of injury (POI) to increase survivability of victims. The course also provides a model framework for law enforcement, fire, and EMS to integrate responses during an active attack / shooter event through the rescue task force concept. This course has been designed to improve the safety and survivability of victims of active attack / shooter events and increase the effectiveness, coordination, and resource integration between law enforcement, fire, tele-communications and EMS when responding to these events. Recommended Equipment: Participants may wear their agency issued or approved uniform to class each session. This course is a hands-on training course and participants are encouraged to wear appropriate clothing for conducting practical exercises and scenarios. Fire and EMS personnel do not need to bring bunker gear. Department or agency issued or personal weapons, both primary and secondary, are not required for this course. Officers are responsible for properly securing their weapons during the training course and should follow agency policy. A lock box storage container will be available and is located in the Arsenal Police Arms Room next door to the training area. Ammunition, weapon magazines, batons, electronic control devices, knives, and pepper spray are not allowed in the training area at any time during the course. Duty radios for use in train-ups and scenarios is strongly encouraged. This allows each individual to work with their equipment they’ll be using in an actual incident as well as it tests interoperability of the system once multiple agencies are on scene. All Law Enforcement participants are required to bring their duty belt, ballistic vest, long sleeve shirt or jacket, gloves to class each session. A COMPLETE SAFETY CHECK WILL BE DONE PRIOR TO EACH SESSION. NOTE: Seats 25 law enforcement, 15 Fire/EMS, 2 Dispatchers these classes usually fill quickly so early registration is encouraged! The WVA will provide all the training equipment necessary for participation and completion of this course. This course is comprised of several activities requiring physical exertion. Some of this activity may be conducted in low-light conditions. Accordingly every student should be aware of this and consider self-exclusion if he/she has concerns about their physical condition or suffers from any health or other physical abnormality that may place them at risk during periods of significant physical exertion. Audience: You must be a certified Police/Peace Officer, or eligible Military Personnel, who is authorized to carry a firearm in the course of his/her duties, a certified Fire Fighter, or a certified EMT B or higher or a certified dispatcher to attend this course. You must also be a U.S. citizen or have prior approval. The Watervliet Arsenal reserves the right to determine eligibility for this course. The New York State Division of Criminal Justice Services, Office of Public Safety is pleased to offer the Commercial Vehicle Enforcement Awareness Course in Oneida County April 24-26, 2019. The course will consist of two days of classroom lecture and one day of field training. Instruction will be given by commercial vehicle enforcement specialists from local law enforcement agencies, the Office of Public Safety, and the Department of Transportation’s Office of Modal Safety and Security. The course is designed to aid in the preservation of highway infrastructure and the interdiction of contraband. Course topics will include: • Commercial vehicle equipment • License requirements • Logbooks and E-logging • Registrations • Tax permits • Hauling permits • Basic vehicle inspections • Drug and weapon interdiction There is no course fee to attend. The “Investigating Animal Cruelty” workshop is for the benefit of police and humane investigators. Over the past several years, property and evidence room management has increasingly attracted attention. The safe and secure storage of property and evidence should be among the major priorities for any law enforcement agency. Therefore, the Office of Public Safety will be presenting Property/Evidence Room Management course in the following location: Onondaga County on May 2-3, 2019 This course is intended to provide instruction and awareness of the most essential topics for an effective and efficient system for the management and storage of property and evidence by law enforcement agencies. The New York State Division of Criminal Justice Services, Office of Public Safety is pleased to announce in a cooperative effort with the Northeast Counterdrug Training Center (NCTC), an additional training opportunity. Trauma Management: US Military concept of Tactical Combat Casualty Care Albany County – May 6-7 and May 8-9, 2019 Please note: this course is in no way related to the long standing NYS DCJS T.R.A.U.M.A. Course, which deals with LEO suicide prevention and PTSD. This 16-hour military-led familiarization course is designed to provide law enforcement officials with an overview of trauma management techniques that can be executed as a team or by individual providers. In addition to instruction on select types of trauma and treatment, first responders are also taught to consider “big picture” aspects such as: mental aspects of trauma management, triage, direct threat care, indirect threat care, collection, evacuation, and communication. The course culminates in a final exercise that utilizes all lessons learned via several scenarios where students demonstrate treatment, support, and leadership techniques. Upon successful completion of the course, students will be able to: • Explain the mental readiness required and mental considerations that must be taken by team leaders, team members, and individual providers when initiating, managing, and terminating emergency trauma care to include post-event considerations. • Describe the indicators and complications associated with penetrating trauma, burns, blasts, bleeding, shock, and environmental trauma. • Demonstrate the skills required to treat casualties within the scope of training. • Demonstrate the planning and execution of care under direct and indirect fire. • Establish and secure a Casualty Collection Point (CCP), and securely lift/move casualty(ies) from the trauma site to the CCP. • Establish a secure communications plan within the limits of available resources. The NYS Division of Criminal Justice Services periodically provides specialized training for law enforcement. Public Information Officer is a specialized position that requires training to be an effective liaison between a police organization and the media. The Office of Public Safety is pleased to announce the Basic Public Information Officer training to be held in Oneida County on May 15-17, 2019. This training will be presented by Captain John Cooney, retired Public Information Officer from the City of Troy Police Department. The Basic Public Information Officer course is a comprehensive presentation of the basic guidelines, skills and knowledge needed to capably perform the duties of a Law Enforcement Public Information Officer. This course will introduce the student to the role of PIO, explore and encourage the required mindset to efficiently carry out this duty and teach the skills, techniques and “tricks of the trade” of the PIO position. In addition, the student - through practical exercises - will become proficient in preparing and conducting media briefings, on-camera interviews and publication of media correspondence. Participants in this course must be prepared to participate in practical, positive exercises which will require them to openly share thoughts and opinions, assume public speaking roles and experience in-house on camera exposure. Necessary equipment: Attendees are encouraged but not required to bring any equipment they would find necessary to have in performance of their PIO duties with the exception of a desktop computer and printer. This training is free and it's principles are simple. Agencies that have put forth an effort to follow the 5 Tenets of Below 100 have seen postive results. This training is helping save lives! Sign up today. New York States Law Enforcement Officers face numerous serious and deadly threats each day in the course of serving the public. Many incidents they are involved in could lead to being seriously injured or killed. While many threats to an officer’s safety are beyond the individual control of those involved in a particular scenario, there are specific practices that can be employed to greatly improve officer safety and survival. Officer safety is both the responsibility of the agency and the individual officer. Officers can also serve as role models and leaders in highway safety in regards to proper speed for the situation/conditions, seat belt use and not engaging in distracted driving. This training is offered FREE to law enforcement and is being presented by the Rensselaer County Sheriff's Office, the New York State Sheriff's Association and the NYS Governor's Traffic Safety Committee. Attendees succesfully completing the training will recieve NYS DCJS training credit for the course. The day will consist of a Below 100 training course from 8 AM to noon (open to all in the LE community such as dispatchers, spouse, administrative personnel, etc.) and a Below 100 instructor course from 1 PM to 5 PM (open to LE only). The instructor portion of the training is recommended for certified instructors (IDS/IDC) and has limited seating. Only those trainers who will deliver the Below 100 curriculum at the recruit level, or as an in-service training (academy or within their department) should apply. Instructor applicants will need to attend the full day of training and need to submit the 8 hour application. Investigative Strategies for Child Abduction Cases- Orange County

Understand, recognize, and investigate cases involving missing and abducted children. Determine scope and scale issues and how to manage a missing or abducted child case. Explore crime scene evidence collection and processing, profiling suspects and legal issues, including search warrants and interrogation related to a missing or abducted child. There is NO FEE to attend this training; however, pre-registration is required. The deadline to register for the Orange County class is April 16, 2019. Officer safety is always a central theme of the knowledgeable and experienced NCTC course instructors. All NCTC Training Course are free of charge. All courses are designed specifically for law enforcement officers. Technology Threats and Trends in Narcotics Investigations Oneida County – May 29-30, 2019 This is a unique and eye-opening class for officers and prosecutors who want to learn more on how technology is being used to avoid or detect their narcotics investigations. In almost every major investigation and undercover drug buy, a variety of technologies are incorporated into the investigative process. However, most officers aren’t looking at what technologies their targets may be employing to avoid detection. This class will examine a number of different technologies from Caller ID spoofing to Steganography, but from an investigating officer’s perspective as it relates to their target. Upon successful completion of the course, students will be able to: • Define a number of different technology terms and acronyms. • List potential methods a target may use to avoid detection using technology. • List potential technological methods a target may employ to identify police officers. • Identify and use a number of open source search engines. • Explain the role of social networking sites and their implication to law enforcement. • Identify steps that an officer can take to better protect his information and identity. • Identify resources in the law enforcement community that an officer can go to for additional information on investigative technology issues. • Discuss the techniques a target can use to gain information about the narcotics officer. • Discuss the techniques a target can use to avoid or circumvent an investigation using technology. • Describe how Caller ID works and how one can be identified even if blocking is employed. • Describe the purpose of privacy settings on social networking sites and its importance to a law enforcement officer. • Explain the importance of officers increasing their overall awareness of the types of technology in their environment, especially when serving a warrant. The NYS Division of Criminal Justice Services Office of Public Safety is pleased to announce the availability of a Standardized Field Sobriety Testing (SFST) Refresher course. This National Highway Traffic Safety Administration (NHTSA) program is designed to update law enforcement officers who are currently certified in DWI Detection and Standardized Field Sobriety Testing using proper procedures and protocols requisite within the NHTSA DWI Detection and Standardized Field Sobriety Testing program. The New York Law Enforcement Assistance Program (NYLEAP/www.nyleap.org), with the support of the NYS Office of Mental Health - Forensic Services Unit, is pleased to announce the delivery of a Post Critical Incident Seminar (PCIS) to assist NYS first responders. This FREE training seminar is designed to assist first responders that have been involved in on-duty critical incidents and have had an adverse affect in their everyday life as a result. This is a peer based program, where peer-to-peer assistance will be accompanied by clinical staff, to assist the attendees in finding healthy ways to cope with stress and manage PTSD. The PCIS has been used successfully in Georgia, South Carolina, North Carolina and Virginia, as well as many other localities, to help our military and first responder communities understand and cope with the events that have adversely affected their lives. This will be the first time that a PCIS has been hosted in New York State. This training seminar will take place: Erie County - June 3-5, 2019 Seminar Description: The PCIS is modeled on a concept used with great success by the Federal Bureau of Investigation since 1985. The training provides a 3-day, peer-led, Post Critical Incident Seminar used to mitigate the impact of critical incident stress. Participants will not only explore opportunities for sharing their stories, but will also receive education on trauma, relationships, patterns of resolution, and field-tested strategies, all in a non-threatening environment with the goal of promoting recovery and resilience. Fellow first responders who have received peer support training, and who have a shared experience of having been involved in a critical incident, come alongside of participants to assist them in navigating this learning experience. What is a Critical Incident? A Critical Incident is any event that results in an overwhelming sense of vulnerability and/or loss of control. These include line of duty shootings, getting shot/seriously hurt on the job, high speed pursuits that end in tragedy, events that bring prolonged and critical media attention, personal tragedies and the like. What are the benefits of attending? An opportunity to share one's experience with one's peers, give and receive support, sessions with law enforcement/first responder related mental health professionals utilizing proven trauma recovery methods, and learn coping strategies that will enable recovery from past critical incidents and strengthen one's ability to deal with future incidents. Who should attend? First Responders who have experienced a critical incident and that are still experiencing some type of daily impairment or lesser quality of life related to the traumatic exposure they experienced. The incident could have been recent or more distant, but if some level of diminished functioning still exists in your daily/home/family life, this seminar can be of great benefit to you (and your family). This seminar has a maximum class size of 30 participants. Applicants should be those individuals who are seeking to learn new/additional coping skills, further their knowledge of PTSD and its affects, and are willing to be active participants in the large/small group and individual seminar exercises. DCJS is pleased to announce the availability of a Municipal Police Training Council (MPTC) ten-day Defensive Tactics Instructor course designed to train all new instructors that have not previously completed an approved DCJS Defensive Tactics Instructor course. This instructor level course will focus on training defensive tactics instructors in a principle based defensive tactics system. The principle based tactics system, which includes instruction on a simplified and reduced number of tactics, will provide instructor candidates with improved methodology and additional time to master the hands-on tactics while in the training environment. This will ensure that police officer recruits receive the necessary tools to ensure they can overcome a hands-on force situation on the street. Course Topics Include: • Principles of Defensive Control Tactics • 1 and 2 Officer Ground Control Techniques • 1 and 2 Officer Takedowns • Striking Techniques • Weapon Retention Techniques • Weapons Defense Techniques • Handcuffing Techniques The course was developed by a panel of subject matter experts and consists of 10 days of training. It combines lectures and practical exercises with a focus on safety, equipment, training principles and techniques designed to give trainers the skills and instructor manual to develop and conduct hands on defensive tactics training. This course will be held: Monroe County – June 3-14, 2019 Due to the hands-on, physical nature of this course, seating will be very limited. As a reminder, this course will be physically demanding; it is important that you are confident in your physical ability to complete the training. Course preference will be given to those instructors who will be utilized to teach these skills at local training academies. In order to attend the training, the officer must have completed an approved DCJS Instructor Development Course prior to attending this training. Sexual Assault Investigations

The New York State Police Campus Sexual Assault Victims Unit, SUNY Geneseo’s Title IX Office and the SUNY Geneseo Police Department will host a FREE 4 hour training for sworn law enforcement officers who conduct sexual assault investigations. This training will address how to implement a practical Trauma Informed approach when interviewing your victim. We will then discuss additional Tools and Methods to consider when investigating a sexual assault. This 4-hour block of instruction was designed for the busy law enforcement professional who investigates sexual assaults of adolescents and adults. Please consider sending police officers who are being considered for Investigator/Detective. The training starts at 8am sharp and concludes at 12pm. Coffee and pastries will be provided. Seating is limited so please register ASAP.
