Procedural Justice Train the Trainer Session - Monroe Co.

Procedural Justice – Focuses on the way police interact with the public and how these interactions influence crime rates and the public’s view of police and willingness to obey the law. Evidence shows that practicing procedural justice can have a significant impact on compliance, cooperation, public safety and officer safety. During this four-day training event, participants will learn the principles of procedural justice, gain a deeper understanding of the core concepts of police legitimacy, and build better relationships within the communities that they serve. The four-day training event will follow a train-the-trainer model, allowing local criminal justice agencies to train their own staff locally on a timeline that suits their own needs. All instructors are sworn New York State municipal police officers, and are DCJS certified PJ I&II Master Instructors.All attendees must be certified MPTC General Topics Instructors and will be required to attend all four days of the training. MPTC Defensive Tactics Instructor Course - Broome County

DCJS is pleased to announce the availability of a Municipal Police Training Council (MPTC) ten-day Defensive Tactics Instructor course designed to train all new instructors that have not previously completed an approved DCJS Defensive Tactics Instructor course. This instructor level course will focus on training defensive tactics instructors in a principle based defensive tactics system. The principle based tactics system, which includes instruction on a simplified and reduced number of tactics, will provide instructor candidates with improved methodology and additional time to master the hands-on tactics while in the training environment. This will ensure that police officer recruits receive the necessary tools to ensure they can overcome a hands-on force situation on the street. Course Topics Include: • Principles of Defensive Control Tactics • 1 and 2 Officer Ground Control Techniques • 1 and 2 Officer Takedowns • Striking Techniques • Weapon Retention Techniques • Weapons Defense Techniques • Handcuffing Techniques The course was developed by a panel of subject matter experts and consists of 10 days of training. It combines lectures and practical exercises with a focus on safety, equipment, training principles and techniques designed to give trainers the skills and instructor manual to develop and conduct hands on defensive tactics training. .

The New York State Division of Criminal Justice Services, Office of Public Safety and the Niagara University First Responders Disability Awareness Training Office, are pleased to announce a “Disability Awareness Training for Law Enforcement” instructor course. This course is designed specifically for police officer trainers. Two day training sessions are being offered in: Seneca County – December 10-11, 2018 Saratoga County - March 12-13, 2019 Orange County - March 26-27, 2019 The ability to respond to individuals with disabilities has posed varying challenges to police officers across the country. High profile cases have exposed the need for more involved awareness and education regarding the characteristics and challenges some individuals pose. As the population increases and more individuals are active in the community, the need to ensure accurate and appropriate response is critical. Studies show that 50-80% of an officer’s encounters are with an individual with a disability while individuals with disabilities are seven times more the victim of a crime. This presentation brings together an education on disabilities while enhancing sensitivity. Included in this are disabilities defined and appropriate response, characteristics and how to identify disabilities, the role of caregivers and service providers, candid video instruction, federal and municipality roles and responsibilities, the perspective of the disability community, victimization, challenging scenarios and behaviors and how to address them, current trends and topics, the Americans with Disabilities Act, and etiquette and interaction skills. An extensive amount of resources will also be provided. Advanced Crash Management Course - Westchester County

The Office of Public Safety is pleased to announce the Motor Vehicle Crash Management course training series for 2018-19. The Basic, Intermediate, Advanced and Technical Crash Management courses are delivered progressively in one-week courses Monday to Friday, 8:00 a.m. to 4:00 p.m. The Office of Public Safety is announcing this training schedule for the fiscal year and only these specific courses will be offered during the year. Please plan for your training needs accordingly. The Basic Crash Management and Intermediate Crash Management courses train officers to process accident scenes by preserving and collecting the available data and physical evidence. Students are also trained in basic collision investigation calculations and scene diagramming. The Advanced Crash Management and Technical Crash Management courses train accident investigators to become proficient in the analysis and interpretation of crash data. The training includes lecture and project work dealing with; damage analysis, thrust diagramming, pre-and post-impact speed determinations, and time position analysis. Officers must successfully complete each course with a grade of 70% to pass and a grade of 80% before progressing to the next level. There is no cost for the classes. Personnel taking these courses will be completing considerable math-oriented project work and should have proficiency in basic math and algebra. Students will be issued drawing supplies and a calculator for the courses and should bring appropriate clothing/gear for the outdoor projects.

Active Threat Integrated Response Course ATIRC - (Oneida County)

The Active Threat Integrated Response Course (ATIRC) is a 24-hour performance level direct delivery course designed to improve integration between law enforcement, fire, and emergency medical services (EMS) in active shooter events. The course provides law enforcement officers with key medical skills based on tactical emergency casualty care (TECC) guidelines which can be used at the point of injury (POI) to increase survivability of victims. The course also provides a model framework for law enforcement, fire, and EMS to integrate responses during an active shooter event through the rescue task force concept using the Active Shooter Incident Management Checklist. This course has been designed to improve the safety and survivability of victims of active shooter and mass shooting events and increase the effectiveness, coordination, and resource integration between law enforcement, fire, and EMS when responding to these events.

The New York State Division of Criminal Justice Services (DCJS), Office of Public Safety, is pleased to announce a Professional Law Enforcement Training presentation of “Fentanyl: Drug Trends, Investigations & Officer Safety” This two-day class is being offered: March 18-19, 2019 – Niagara County In conjunction with the United States Attorney’s Office for the Western District of New York. Niagara University External Programs/Criminal Justice Department, The Niagara County Law Enforcement Academy, and MAGLOCLEN. The Course: Fentanyl has quickly become one of the most dangerous and challenging drug- related threats to communities and law enforcement officials across the United States. Fentanyl is a synthetic opiate used as a surgical anesthetic or as a narcotic to treat chronic and severe pain. Its most commonly used in cancer patients; however, over the last couple of years it’s been blamed for the death of thousands of Americans. It’s characterized by the CDC as an “incapacitating agent,” and provides a substantial risk to law enforcement. Many law enforcement officers are not aware of these risks and the results can be deadly. If this isn’t scary enough, add Carfentanil to the list of cutting agents used with heroin. Carfentanil is upwards of 100 times stronger than regular fentanyl and fatal to humans. Today more than ever, law enforcement needs to prepare themselves to deal with this risk. Nathan’s current assignment is a full time Tactical Trainer for the Emergency Management and Public Order Unit of the Toronto Police, specifically the Crowd Management Section. Nathan is the Social Media representative for the Toronto Police Public Order Section and was a member of the Social Media Workgroup for the Toronto Police Service. Nathan currently employs several Social Media monitoring tools leading up to, during, and post major events in order to mitigate and analyse crowd events and the potential for unrest. Nathan is also a representative for the Toronto Police during emergency management situations such as natural and man-made disasters. Nathan has spoken throughout North America in relation to Social Media during crowd events and how to best prepare for major events and some of the hurdles that may be encountered. Nathan also speaks to various government and non-government organizations about Social Media and personal and organizational safety. Trauma Resources and Unified Management Assistance (TRAUMA) LE Suicide Prevention, PTSD Identification/Treatment, Peer Support Program Development A career as a law enforcement officer can be highly rewarding. At the same time, officers are faced with many extreme stressors and critical incidents throughout their careers that are an integral part of their work environment. The effects of being immersed in such an environment can incur certain costs. It can take its toll on the individual, their career and their home life. Left unaddressed, this can ultimately lead to suicide. The number of incidents involving law enforcement suicide and the number of officers suffering from Post Traumatic Stress Disorder/Career Cumulative Traumatic Stress are not in decline. While numerous courses address the tactics and procedures of law enforcement, this unique program addresses the issues that attack our law enforcement officers from the inside. It will address topics and openly discuss subjects that have rarely, if ever, been presented in an open forum. The New York State Division of Criminal Justice Services (DCJS), Office of Public Safety is pleased to announce a new date for the Trauma Resources and Unified Management Assistance (T.R.A.U.M.A.) Training. This FREE two-day class will be offered: March 20-21, 2019 in Dutchess County The target audience of this course is law enforcement (including police, corrections, parole and probation officers), law enforcement/corrections executives, military members with PTSD concerns and service providers involved with LE/military personnel with stress related concerns. Family members of LEO's and Veterans are also encouraged to attend. We also welcome/encourage the following groups to attend this training: LE family members (Adult), Military Veteran’s (with or w/o Law Enforcement experience), EMS, Fire Services, Dispatchers, retired LEO’s and those clinical/counseling personnel who currently work/would like to work in a counseling capacity with LEO clientele. The training has three primary objectives. The first is suicide prevention and identifying/obtaining treatment options for those who may be suffering from PTSD. Our panel of presenters will share their real life experiences with suicide, PTSD and cumulative career stress. Their stories have helped many attendees identify and understand feelings and issues they have been suffering with and identify counseling and/or treatment options to help them return to a more “normal” and functional life. The second objective is to assist agencies with providing support services to their officers for stress management and critical incident stress. Attendees will learn how to initiate the development of Police Peer Support programs within their agencies and county and to identify those individuals who might serve as Police Peers. The development and implementation process of the Western New York Police Helpline will be highlighted as a model during this training. The third objective is to assist agency executives in developing a plan for the worst case scenario – an officer’s death. While there are many difficult challenges for law enforcement executives to deal with, few, if any, are as difficult as dealing with a line of duty death. There are many different components involved in being properly prepared to handle such a tragic event within a law enforcement agency. Among the topics covered will be planning funeral arrangements, notifications, family care, obtaining all available death benefits and providing any follow up counseling needs within the department. This training will be taught by retired Investigator Anthony Campione from the Rochester Police Department. During his tenure, Mr. Campione was assigned to the Narcotics Unit, Tactical Section, Background Investigations Unit and completed his career serving 15 years in the Homicide Section. Since 1986, Mr. Campione has taught both basic and advanced interview and interrogation techniques throughout the United States. This course has been designed to provide the investigator with proven techniques that will assist in obtaining information critical to any investigation. School Resource Officer Training - Erie County

The Office of Public Safety in conjunction with the New York State Police Juvenile Officers Association is pleased to announce a series of School Resource Officer trainings in New York State. School Resource Officers are police officers specially trained to be assigned to work within a school district in partnership with school officials. This assignment requires dedicated officers with specialized training to understand the unique relationships schools have with the students, parents, and the communities they serve. This five-day training will provide the new SRO with a working knowledge of the School Resource Officer concept and other school based policing programs. Identifying and Investigating Financial Exploitation Training Series - Oneida Co.

Financial exploitation against older adults is a growing problem not only in New York state but nationwide. It is a form of abuse often perpetrated by a family member or someone close with the older adult and challenges exist in the detection, investigation or prosecution of such cases. In response to this issue, the New York State Committee for the Coordination of Police Services to Elderly Persons in conjunction with Division of Criminal Justice Services and Lifespan of Greater Rochester is pleased to announce a series of one-day trainings to assist patrol officers and investigators in identifying and addressing signs of financial exploitation they may encounter on the job as well as tools to assist with the investigation. Each training day will be divided into two sessions: The first half of the training day will focus on a general overview of financial exploitation of older adults, with signs and indicators. This section may be most useful for patrol officers who are often the first to interact with the victim. The second half of the training day will focus on investigative aspects of financial exploitation cases and may be better suited for those officers tasked with the investigation of elder abuse. Topics include interviewing strategies, victim capacity, power of attorney, and penal law. All interested parties have the option to attend either the morning or afternoon session of this training or may wish to attend for the full day of training.

Use of Force Refresher (Tompkins County)

This course is appropriate for anyone teaching use of force, supervisors, policymakers, and firearms or defensive tactics instructors. Topics include understanding and applying the constitutional requirements for police use of force, Penal Law Article 35’s interpretation and role in training, force investigations, human performance issues and their implications, supervisory responsibilities, and proper report writing. Additionally, this training will serve to familiarize instructors with the new Use of Force and Deadly Physical Force section of the BCPO and is currently required for all who instruct this section. As of September 1, 2018, this course of instruction is required for those who teach this section of the BCPO’s peace officer derivative programs such as the Campus Public Safety Officer course or the Basic Course for Peace Officers. This course is also required for those instructors teaching Initial Firearms or Initial Other Weapons courses offered as separate components to the aforementioned basic courses. While the new Use of Force section was specifically developed for basic level training, it is suitable and encouraged to be presented in an in-service environment as well. This course will be presented by Detective Mark Rusin of the Syracuse Police Department and Senior Training Technician Mike Puckett of the NYS Division of Criminal Justice Services. Detective Rusin and Mr. Puckett played an integral role in the development of the training and bring a wealth of knowledge and experience to this training course.

Financial exploitation against older adults is a growing problem not only in New York state but nationwide. It is a form of abuse often perpetrated by a family member or someone close with the older adult and challenges exist in the detection, investigation or prosecution of such cases. In response to this issue, the New York State Committee for the Coordination of Police Services to Elderly Persons in conjunction with Division of Criminal Justice Services and Lifespan of Greater Rochester is pleased to announce a series of one-day trainings to assist patrol officers and investigators in identifying and addressing signs of financial exploitation they may encounter on the job as well as tools to assist with the investigation. Each training day will be divided into two sessions: The first half of the training day will focus on a general overview of financial exploitation of older adults, with signs and indicators. This section may be most useful for patrol officers who are often the first to interact with the victim. The second half of the training day will focus on investigative aspects of financial exploitation cases and may be better suited for those officers tasked with the investigation of elder abuse. Topics include interviewing strategies, victim capacity, power of attorney, and penal law. All interested parties have the option to attend either the morning or afternoon session of this training or may wish to attend for the full day of training.

DWI Detection and SFST Refresher Course - Ontario Co.

The NYS Division of Criminal Justice Services Office of Public Safety is pleased to announce the availability of a Standardized Field Sobriety Testing (SFST) Refresher course. This National Highway Traffic Safety Administration (NHTSA) program is designed to update law enforcement officers who are currently certified in DWI Detection and Standardized Field Sobriety Testing using proper procedures and protocols requisite within the NHTSA DWI Detection and Standardized Field Sobriety Testing program. All officers currently certified in DWI Detection and SFST are strongly encouraged to attend. This course will consist of classroom presentation and practical exercises. Prerequisite: Previous successful completion of the 21 hour DWI Detection and Standardized Field Sobriety Testing Course. It is strongly recommended that officers attending upcoming ARIDE courses attend this training. Failing the SFST Proficiency Examination may be cause for dismissal from ARIDE courses.
